As usual, I decided everything myself.
So the solution: we take an app store account from a friend or neighbor who has already used El Capitan or an earlier version before. We go into the account and download, install and voul, everything works. Then you can go to your account and install the latest version of the OS.

Download the system image from torrents, DiskMaker X for the desired system image - it will upload it to a USB flash drive, then reboot with the option pressed and select boot from the USB flash drive.
It's better to make a copy of everything beforehand)
