If my memory serves me, starting with Java 11, JavaFX is provided as a separate module.
Here, of. OpenJFX website - https://openjfx.io/
where you will also find information on adding a module to your project.

I need to install JAVAFX on Kubuntu 18.04

nothing is installed. We downloaded the module and added it to IDEA.
Please note that the correct version must be used. For example openjfx 11 for java 11 version etc.
It is possible that you want to install Scene Builder on linux to create a GUI . You
can download it from here - https://gluonhq.com/products/scene-builder/
