How to install chrome extension for all browser users?

Hello!
There is a task: to create n-users of chromium per day.
But for full-fledged work, you need to have 3 extensions + preferably 3 installed bookmarks. How to have all this already when creating a user?
Ps now on a new user after creation, skype/mail search/yandex extensions and so on immediately appear. I never found out how they do it. And how to prevent them from creating a user.

The browser supports group policies. More
Through the domain / active dir or local admin record, configure the browser on the PC through group policies.
