How to install browser add-ons in "offline mode"?

Given - two computers. The first with Windows on board with Internet access, the second with Debian 9.1 on the corporate intranet. I want to install plugins for the second browser, no matter which one. It is forbidden to release it on the Internet by politicians, so is it possible to use the first one and somehow "download plugins" for browsers and import it on the second one?
