How to install apk from multiple parts manually?

There is a program for android consisting of several apk files.
There is:
programma.apk
programma.config.ru.apk
programma.config.arm64_v8a.apk
programma.config.xxhdpi.apk

How to put it all in manual mode? I have root.
If you just click from the file manager, then only programma.apk is installed , while others are not installed and it says: " Error parsing the package " and does not put anything, but without them nothing works, the main program falls out with an error.
Right now it's fashionable to do so when the main application is separate from libraries for different systems (ARM, ARM64, x86) and translations into other languages ​​are also separate. I don't have internet on my tablet and I can only install programs by transferring apk files separately via cable. The action is one-time, I do not need to recommend repairing the tablet or looking for another program. I need this particular program, and I have no other ways to get it. How to install all this?

there is such a file, manifest.
Open winrar for example, change the file and pack it back and that's it.
