How to install an application from the AppStore of another country without changing the Apple ID?

Hello.
In general, the problem is this - I want to install an application from the AppStore of another country without registering a new Apple ID, but when changing the country, I need either the phone number of that country or the card number (which is not natural). Maybe someone knows how to do this so that there are no questions about payment?
