How to install ADUC on Windows 8.1 pro (6.3.9600)?

At work, a corporate laptop with Win8.1 pro (such was issued), you need to install ADUC on it. All sources say that you just need to roll Remote Server Administration Tools for Windows 8 (Windows6.2-KB2693643-x64 update).
But this update is not installed, writes "The update is not applicable to your computer." Extremely informative error, yes.
Who knows, maybe you can download the DSA.msc snap-in separately or tear it out of this package? Or how to add it via PowerShell add-windows-feature?
I hesitated to climb through RDP, it takes 2 times more time for the same action.

certainly not applicable : read the rsat installation instructions for the update you mentioned (Windows6.2-KB2693643-x64)

you just need rsat for 8.1
