How to install a .tar.xz archive for ubuntu?

downloaded clang+llvm-14.0.0-x86_64-linux-gnu-ubuntu-18.04.tar.xz archive from github
but how to install it? only folders inside

Why did you download it? If you have a Linux distribution based on a package manager (and since the question has an Ubuntu tag, apparently you have Ubuntu, and it is based on the apt package manager), then you need to install applications through it. If you can't find a repository with the package you need, then the right way is from the sources you downloaded, build the package, and then install that package.
But since you downloaded the compiler, and at the same time do not understand what I described above - are you sure that you should go this way? Why didn't clang from the package repository suit you?
