I logged in under the administrator and manually called up the window for obtaining a license and entered the pin code for the program that was on this computer before, I didn’t even need a backup pin code

It is not clear what kind of 1s you have - file or client-server.
And it is not clear what kind of license - if there is a license file, then why do you need HASP and a license manager ???
Hasp and license manager are used for USB dongles.
If you have a PIN code to activate the license - just run 1s, and you will see such a window -

Enter the PIN code there and that's it.
If you have a client-server there, it's more difficult.

If the license was lost after reinstalling Windows, then most likely it was a software license, and not a USB key.
If the license is software, then all the settings of the nethasp.ini file were absolutely superfluous and all the tips from the Internet for setting it up should be quickly forgotten, because. this file has nothing to do with software licenses.
If when you click on "OK" the license request window does not appear with a field for entering a pincode, then try starting 1C in the configurator mode. If it still does not help, then we look for and delete the 1cv8conn.pfl configuration file on the computer.
And by the way, one pincode will not be enough, for recovery you need to enter two pins, first you will need to specify the previous one (the one with which the license was obtained), and then the backup one.
