How to insert a comment in a URL at the beginning of a line?

I have a link https://google.com
1. I need to insert a comment into it, which will not be taken into account in the address bar.
2. The comment must be at the beginning of the link .
Now, if I insert https://google.com#comment , it works fine. How to make a comment at the beginning of a line?
