How to increase the speed of the Internet in a multi-storey building?

Hello, I want to consult on the topic of the Internet and the local network. There is a problem, namely the Internet does not work well in a 4-storey building (Hotel)
There is a central Vigor Draytek 2920vn router 2 wan ports and 4 Lan ports (1Gb / s) (2 wan ports are used), 2 providers
1. Dom.ru 2 Mbit sec
2. Rostelekom 15 Mbps
There are 4 floors with 20 guest rooms, each floor has 1 switch of 20 ports (main ethernet cables go down from the floors and go into the switch, which is already connected to one of the 4 ports of the Vigor router draytek 2920 vn)
There are 5 dir 300 routers on each floor to connect visitors via wi-fi (the points are set to different channels, native firmware, the cord from the server room is plugged into the lAN port)
There is a network 192.168.0.1/24 for the entire hotel.
This network is also used by staff for organizing jobs, (Post station of a bar, restaurant, etc.)
What I want to do to improve the Internet
1. Remove the Vigor draytek 2920 vn router -> install a computer with Router OS, set up rules to limit traffic for downloading and downloading (So that you don’t watch movies and don’t download torrents)
2. Remove Dir 300, install Uni-fi (but you won’t be able to put uni-fi on all floors at once, there are no funds), gradually switch to uni-fi , but for now, reflash dir 300 to DDWRT
3. Divide all 4 floors by Vlan, this will improve network performance, there will be no broadcasting, then the question arises, how can I divide 4 floors into Vlan if I have only 1 set card for Lan and there are no managed switches.???
4. Give the provider's visitors with 15 Mbps, and 2 Mbps to the staff.

If you have a hotel, then I would insist on investing in normal switches.
You will get the same cost, but you will get profit in management:
To ensure client isolation on L2 and simple routing, set up private vlan.
For wireless clients, on Uni-fi, you can configure option 82 and option 43 relays (if you want)
Collect uplinks of all switches on the backbone and send the trunk to any Linux or hardware router with tank support with one wire. Open the vlans you need on the subinterfaces and route as you wish.
This approach will save you from parasitic traffic, reduce the load on routers and switches, and the management of the entire network will become simple and transparent. Well, the RKN will be more difficult to get to the bottom.
