To install Package control, download the archive and place it directly without unpacking into Sublime Text/Installed Packeges (You can get into it through Preferences -> Browse Packeges, but don't confuse the folder with just "Packages").
Restart the sublime and:
Preferences -> Package control -> Install package -> CSScomb
Well, to use tools -> Sort via CSScomb
