How to include a library in PyCharm?

Unable to include pyvoronoi library. Other libraries are connected and working. What could be the problem?

There is no file on pypi.org wheel, only tar.gz. There, apparently, there is C / C ++ code, i.e. need Visual Studio Build Tools 2019 and seems to be Windows 10 SDK.
