How to improve your listening skills to the level of reading?

Passed a 50-minute online English test, where listening and reading are tested separately. I got the result listening - beginner , reading - intermediate, general level - elementary. According to my feelings - this very accurately reflects my skills in English. I take the textbook Headway Elementary, everything that can be read seems simple, listening to the recordings I understand about 70%. Can you please tell me the best way to improve listening skills?
