How to improve the testing department?

There is a fairly large project that will be checked by 2 testers, one junior with little experience, the second with a lot of experience in this project.
There are several problems
1. Regression is almost never performed
2. There are a lot of bugs/resolves from sprint to sprint each time
3. There is no time to write test cases and maintain documentation
4. Feature testing almost always results in a bunch of bugs, and then a bunch of resolutions are returned which interferes with feature testing
release poorly tested
