How to improve google chrome security when uploading files?

Previously, a loading line appeared at the bottom of the browser when downloading a file asking whether it should be downloaded or not, now it doesn’t ask, but it downloads files every other time, it writes an error, and in incognito mode, everything shakes well with the question, as I understand it, this is some kind of security level in the browser but I can not find the settings, factory reset did not help(Any suggestions how to fix this?
