How to import products with Windows-1251 encoding?

Hello!
I'm in trouble, I'm suffering for the third day ... I parsed the goods into a CSV file. The problem is that all the information is in Windows-1251 encoding, and when you save the file in UTF-8 encoding, absolutely all information turns into question marks.
What to do? Are there any plugins to solve this problem?
