In Yandex, in mail / settings / mail programs, allow access via POP3.
But keep in mind that GMail does not support import via IMAP, and when importing via POP3, all letters will arrive in the inbox, the folder structure will be lost, and users are unlikely to be happy. The most correct thing is to copy letters from Yandex to Gmail via IMAP using one of the IMAP synchronization utilities, such as imapsync.
