How to implement your own cloud storage?

It is necessary to organize the synchronization of certain folders between a laptop (Win), a PC (Win, a server with a white IP) and a smartphone (Android).
Also available is a RaspberryPi with Minibian on board and a white IP. You can buy an SSD for it, but it's better to implement everything on a PC.
First, what would you suggest a server-side solution for synchronization with support for Windows and Android, version control, deletion to the "recycle bin", without castration of files hidden or falling under certain regular patterns (masks)? Or is it better to use the cloud (I'm not going to pay, I need at least 30GB)?
Secondly, how to automatically move files on android, namely photos, from /DCIM, /DCIM/Videos, /DCIM/Panorama, etc. folders. everything moved on the device to the /Pictures/Camera folder and then I would sort it all on the laptop into folders?The second question was moved to a separate thread because of the rules, conscience and threats of the moderators (preferably).

Use Seafile Luke! You can deploy on-prem, it has almost all of the listed features. As for the basket, I just don’t remember, but the storage of versions and everything else is definitely there.
