How to implement the ability to call people through an intermediate host to record other people's conversations?

Greetings.
I don't know much about telephony. I will describe the situation. Applications are coming in from the site. Applications are transferred to managers. Managers communicate with customers by mobile phones.

I would like to do something so that the manager has some kind of link / program that he can click and call the customer through some intermediate “point”, inside which information would be accumulated (call time, conversation recording, etc.)

Instead of this:

Do like this:

Managers can be located anywhere (in different offices, cities, countries) and they must call using their mobile phones.

Suggest implementation options. Maybe there are some services already sharpened for this?

Contact Mango or any other cloud phone service.
From a mobile phone, you can call:
- through the application (SIP dialer);
- via FMC (the call passes through the PBX, and then is already transferred to the network).
