How to implement suspend to both on xubuntu 18.04?

It is not possible to implement hybrid sleep mode in one way or another on the system, screenfetchwhich is shown in the screenshot below.

In Ubuntu, hybrid sleep is disabled by default. Apparently in Xubuntu as well. Try to activate according to the information from the article:
