Please tell me how such a microservice can be implemented, and what is required for it ... In terms of equipment, software, etc. Or advise a service that has already implemented just such a functionality.
Essence - it is necessary to connect the customer with the client so that both do not know each other's numbers. That is, in order to dial the client and the customer from our phone numbers, and then the PBX connects them.
When a request is sent from PHP to the microservice (the request consists of 2 phone numbers): -
the robot will call client A and tell you an application from the site * site * and after client A picked up the phone, call client B and so that they can communicate;
- if customer Adid not pick up the phone, then still call client B and say that the connection with client A is not established.

Asterisk: AMI/API Originate application or "call file". The second option is the simplest.

Any software PBX (asterisk, freeswitch) can bridge any number of legs in one conversation. Any process, any script (even in PHP) can issue ATS commands. There is no ready-made solution for your specific task, but all the tools have been written and used for a long time.
