There is a computer with ubuntu 14.04 on board connected to the Internet via a usb modem with a SIM card from a mobile operator. The operator does not give a white IP address.
What is the easiest and cheapest way to implement access to it via ssh?

Deploy VPN where there is a white ip, pick up a computer with ubuntu by a client - and use it.
