The question is how best and most importantly safer to organize it. Is there a guarantee that using existing SMS gateways (like ePochta SMS or SMS Discount) the telephone base will not “float away” and users will not receive spam on these numbers in the future?

SMS gateways allow you to send SMS to their database in three ways:
