How to implement segmented mailings through different channels?

Good afternoon,
There was a need to create segmented mailings through different channels (Email, SMS, and so on).
For each channel, it will be configured separately. And to work for each "list" of users too separately.
Are there any solutions? Or how do you solve these problems?
(It doesn’t matter if it’s paid or not. I searched the entire Internet, but I didn’t find anything)
