How to implement order verification without sending to the cart?

Hello.
I have 3 groups of users (I, II, III). Two of them (II, III) when adding a product to the cart should be able to send an order for verification and not be able to place an order (let's say I remove the checkout button from the cart and put the button submit for verification ). When submitting a product for verification, it must appear for a user from group I.
How to implement this correctly? I have the following ideas
1. Create an IB for the goods that will go for verification Orders for verification .
2. Write a handler that will record in ib Orders for verification .
3. Display a list of users from group I from ib Orders for verification
Question: Is this the right way of thinking or is there a better option?

And what about orders? It turns out that for users not from the 1st group, there is nothing from the functionality of the basket and ordering. Yes, and not the fact that they are needed for the 1st.
In this case, the HL-block, a pack of fields + a field with the "order" status.
For the 1st group, the page on which will be displayed from the HL-block with a filter by status.
