Ideally, any person from the company, when authorizing on a computer, gets into the C: \ USERS \ USER \ folder and sees all folders / programs on the desktop, regardless of which user is logged in.

This is achieved by placing shortcuts in the All users\Desktop directory. Such shortcuts will be present on the desktops of all users on a particular system.
Well, or you can do folder redirection using group policies. Redirect all users' Desktop folder to the same directory on the network.
