How to implement the arrangement of elements? Use GridLayout or something else? And how to implement swipe of elements and their movement animation? In which direction to dig? I climbed the entire developer.android.com site, but they only offer the implementation of swipe tabs.

Making games on standard controls is not good. Take a ready-made 2D engine.
