You need to raise a jabber server with the ability to group contacts by department and address book. What would the user, when authorizing in the client, see contacts by department, for example: All lawyers in the legal department, IT in it. This can be configured manually in the client, in my case it is Pidgin, but getting around 150 employees is laborious.
