Rent a weak vps on xen or kvs (full management of iptables and the ability to forward ports are important, but you rarely see this on openvz) and put an openvpn server on it and a client on the home server, forward the necessary ports. Change providers as much as you want, ip will remain unchanged since the VPS will be the gateway. The only thing you specify is the traffic with the vps hoster and that such a scheme does not violate the rules of the hoster. With this connection scheme, you do not need a static ip from your provider, and the cost of a static IP will go to pay for vps. Of the minuses, ping is lengthened, but this is critical in rare cases. I have been running a server at home for more than 2 years now. On average 1.5 TB of traffic per month.
