How to draw such a picture, it's understandable, but how to upload it? There are no API methods yet, manually downloading each time is not an option. What ideas?

An api has appeared and you can officially download it using it:
https://vk.com/dev/photos.saveOwnerCoverPhoto
There is also a service, smmrecover (I won’t give a link so that they don’t think it’s an advertisement), the developer of which I am, you can use it. Quick and easy, upload a picture, choose which widgets you want to see and you're done.
