How to implement an online high score table in an Android game?

I am writing the first game for android ( here, if that ). I want to implement an online table of records (in general, you need 4 - according to the size of the field). I can't use Google play games, because I realized that only registered developers in the market can use it.
I can't register yet. What are similar services, preferably, easy to use?
