How to implement an animated header in flash?

Good evening. I have never come across flash technologies until today, but I urgently need to make an animated header with two effects for the site.
1) Permanent effect of moving clouds
2) When you hover and when you move the mouse over the picture - the building should move left and right.
(Analogue - like gum.ru here )
Connoisseurs, please tell me where you can read or what you can see to do this.
Ps I tried to do it - on the timeline when I turn on the video - everything is fine, when I open it in swf it just blinks and no animation happens. With what it can be connected?
