How to implement a system of rules to the basket on Laravel?

How is the system of rules for the cart implemented, similar to the one in Bitrix and Magento ?
Most of all, the structure of the database of the rules system is of interest. However, I will be extremely grateful for a description of the system of work or a link to the implementation of this on Laravel.

I took the Promotion component from the Sylius e-commerce framework as a basis. There are such docks and a few more such ones .
