You can not suffer and make a stream from VLC of any video file.

Everything very much depends on the requirements for the software that will drive this process, on the required work cycle (run once, run different things many times, etc.).
The simplest option is to use SysInternals psexec ( technet.microsoft.com/en-us/sysinternals/bb897553.aspx ) and call Media Player remotely with a script with the desired file or URL (http/rtsp/...)
