Which system to choose for creating a site for the implementation of educational activities (circles on a paid basis) with a payment system that can be synchronized with 1c, do you also need a separation of roles and personal accounts for each user, displaying a schedule?

It's probably better to write from scratch. CMS here can greatly interfere, but if, of course, you know some one at a good level, then CMS is also possible. Personally, I would take one of the frameworks and go.
