How to implement a redirect from a jpg file to a specific URL?

I uploaded image 1.jpg to the root directory of the site; it opens at the url http://DOMEN.ru/1.jpg redirect to the URL I need, for example, to https://yandex.ru ? I have seen services for similar tricks but I don't want to depend on any third party sites
