How to implement a payment system in a consumer-to-consumer online auction?

We plan to create an online auction of the type: "consumer-consumer".
Interested in any information on the implementation of the payment system.
The system should work according to the principle: % goes to the account of the firm that owns the auction from the amount of each transaction carried out through this very auction.

Do you consider the option when the funds are first credited to the account of the auction and then transferred to the consumer minus the commission?
If you do not want to be a "financial intermediary", you can make it mandatory to replenish your "personal account" by auction participants and not be able to make transactions with a percentage that exceeds this deposit.
Familiar with the system in which the auction for participation in it collects enough confidential data and requires you to agree to a well-designed contract-offer. According to the results of the month, an invoice is formed in the personal account, which must be paid within a week, otherwise it is transferred to the collector company.
There is an option to connect paypal or transfer card details and allow automatic commission deduction.
