How to implement a call center?

The situation is this: I'm organizing a call center for business (not big, for 2 operators). There are 4 sim cards with different numbers. It is necessary to implement the following:
1. In order for the IP phone connected to the computer to receive calls from all four SIM cards and record and record calls (it seems to me that you need some kind of device where these SIM cards are inserted, and this device must be connected to the computer).
2. Numbers should be recorded in a database for easy access to these numbers.
3. The operator must be able to manually dial a phone number, as well as dial a number stored in the database.
How can I implement it, please tell me.
