How to identify inoperable/weak RFID tags?

The label is attached to the cargo. It is read from the load by an antenna located at a distance of about 2-3 meters. Some of the labels are poorly readable or not readable at all. How can I batch detect all such tags and what could be the problem. Antennas are calibrated.
