How to identify a quality developer for the development of a large portal?

I'm an amateur in web programming, layout and everything related, but I can't find a quality developer for a large site with a budget of about a million dollars.
I looked at a bunch of portfolios from a bunch of companies and all I understood is that there is not a single really high-quality project, there are bumps, roughness and a lot of mistakes everywhere.
How to find a developer who can do everything really well?

And about a millionth in rubles or $? :)
