How to hire programmers the right way?

Colleagues question. For a proposed project, we need a developer \ developers who are very well versed in wordpress (at least this one), php, api, android \ ios \ windows phone applications.
How to find such people, option a) as physicists, and conclude an agreement with them (including not about disclosing the idea).
b) IP-shnikov, also with an agreement on non-disclosure of ideas.
Any ideas? And is it better that it was one person, two different?

Are you sure you need a non-disclosure agreement? are you sure that it will really work if you have something there that you can steal and make a million? in our country?
every such talk about the NDA is just ridiculous.
but hire, as you hire yourself to repair people's houses to do.

no matter how many people you have and what project, there should be 1 experienced. If you do not have enough of your expertise, then you will have to fork out, otherwise it will all resemble Russian roulette.
There are people who can do both the website and the mobile, and whatever you want, but they will cost you dearly.
Ponto dude, who makes mobile applications, engage for wordpress? This makes sense if everything is serious for you, and you need a normal backend and architecture, and scalability.
so hire a mobile middle and wordpress student, that's your bare minimum.

Mobile development and wordpress are somewhat different areas, so most likely people will be different.
Specify how you will hire remotely or in the office? If people are beginners, then they have yet to open an IP, and such a requirement may scare them away. Look at the budget.
As for the NDA, please note that in the CIS it is more of a moral and disciplinary nature, but it is worth having and it would be nice to show it to a lawyer, as well as prescribe clear deadlines for non-disclosure - say, within 2-3 years you can’t devote business details -logic and work on analogues.

For starters, find someone who understands this. Test his knowledge. Also let them work for a month, give a good salary, and only then think about various contracts.
