There is only one option: find a person who is obviously better (or simply of a sufficient level for the task) and ask to evaluate the applicant.
This is the only option.
You can try to hire such a person for an interview (be prepared for amounts of 2-10tr per hour).

I love questions like this, and besides, I'm not a developer. But they make me think what I would do.
If you have knowledge and experience, but you need

then:
1. I would select 3-5 tasks, the solution of which I myself had to spend several days (weeks, months)
2. I would invite for an interview the guys who, according to their resumes, approximately correspond to my requests and speak the same language with me)
3. Offered if they choose, from their point of view, the simplest problem and try to give me an answer in general terms: how would you solve it?
If during the interview one of the guys gives a similar answer or even better, I think you can safely take it to the team. For your peace of mind, ask to solve the problem from the proposed ones, but of your choice.
And I think it’s pointless to check knowledge of the code at an interview or ask in detail what tasks he has solved before.
+ Motivation, if the candidate is "ideally" suitable, write in the contract that after the start of the project in a year or two, he will be guaranteed to receive 5-10% of the profit, if any).

If you're anything but special - as usual - recommendations from people you trust are the best.
No other way.
Well, you can also ask to audit the work of a programmer, but this is not easy and not cheap.

You go to a freelance site, look for a person with a high rating and experience in the field you need, invite him to evaluate candidates (conduct an interview). Or you go to a specialized event where there are reports and so on. Make a similar offer to the speaker. Speakers are good specialists as a rule. Another thing is that specialists are not the fact that they can conduct an interview competently, this is a little different, though. Therefore, as an option, you negotiate with the management of a specialized studio so that your candidates are evaluated for you. (Perhaps I can help if the profile matches).
