very inconvenient to write large files and you have to move static css to another file(

нет такого плагина для саблайма. юзайте IDE. к примеру phpstorm

Очень неудобно писать большие файлы и приходится выносить статичный css в другой файл

для этого есть LESS зачем php использовать? Конечно же нет такого плагина, так как то что Вы делаете никто больше не делает.
