- Disable indexing in robots.txt
- Add noindex to the header
- Disable the site map
- Block access for unauthorized visitors so that only admins and editors can navigate the site, for everyone else there is one "coming soon" stub page
- When the site is ready for publication - open the sitemap, enable indexing, connect to Google / Yandex Webmaster Tools, submit the site to the queue for indexing.

1) Develop on a separate domain.
2) Index everything at once. Do not think that robots will instantly 100% index your site on the first day of publication. No one needs new sites, and robots index them with just such a speed and attitude.
