How to hide from the mobile operator the inclusion of a 'Wi-Fi hotspot'?

I set up ttl = 65 on Windows 10. For
a month I used the inclusion of the distribution of a Wi-Fi access point - there were no restrictions on the network, including on the computer itself (it was provided by the operator when the distribution was turned on in the tariff).

Now (after a month has passed), the operator cuts off the Internet when the Wi-Fi access point is turned on.

Checked ttl on my computer - still 65.
Internet cuts off only when my phone writes push (to me) 'number of connected devices 1'. When the access point is simply connected, this does not happen.

How to hide the number of connected devices by access point from the operator?
Or What is the problem / how to fix it in order to distribute your unlimited Internet to your laptop, a very detailed description is needed

The operator cuts off the Internet when you turn on the Wi-Fi access point.
And when you connect the USB-cable does not turn off? If not, then here is the solution for you.
I looked now at the Google Play Market - there a solid list of applications falls out on the request "usb-modem". I liked two - USB Internet Share and Mobile Modem. Their descriptions expressly state that they allow you to distribute the Internet to devices connected via USB.
