How to hide certain programs from the dock on MacOS?

Telegram is installed on the poppy, there is an icon in the top panel, that's enough for me.

This displays the program icon in the dock.

How to remove it from the dock?

In general, there is no simple solution. especially on extreme versions of the system.
There are workrounds of varying degrees of badness, but it’s easier to storm developers to add such functionality to applications (by the way, there is such a rikquest for the cart, and more than one).
specifically for the cart, this is solved by the command

sudo /usr/libexec/PlistBuddy -c "add :LSUIElement bool true" /Applications/Telegram.app/Contents/Info.plist
and re-signing the application.
from the bad: you need to repeat after each update, and the application will not be visible with opt+tab .
