How to handle all HTTP requests on Windows?

There is a certain number of computers in service. There is a need to process their requests on the Internet. You need a small software that allows you to make a redirect for certain requests, i.e. redirect some sites to other sites or internal pages, and return some as is. It is desirable that the list of rules be loaded from an external server, or all requests take the form http://site-with-prailami.ru/request and processing is performed on the server.
I tried to write a plugin for Chrome, but when redirecting to the server according to the rule above, multiple redirects occur.

If this is within the framework of some office, finally start using a corporate proxy (some squid for example), and do not build self-made crutches
