How to hand over a template for Joomla to a customer?

Dear freelancers, what is included in creating a template for CMS, except for layout?
For example, a customer asks to make a ready-made template for Joomla from PSD.
Thus, a freelancer, in addition to layout, also needs to arrange all the positions for the modules.
Do you need to implement modules yourself? Do you need to create menus in Joomla too?
What else do you need besides layout? And how to insert demo data, all content, etc., which is originally in PSD, into this template in order to show it to the customer?

As for me, a divorce is when they want "layout for X", because it sounds, like, simple: it’s easy to make up, well, in a trifle - to pull it on.
But in fact, this stretching is a monotonous, boring, unpromising job that requires knowledge of the engine / framework / project on which to pull, in fact, the layout itself (that's the catch, most people want to pay only for layout), plus you still need to earn extra money content manager. And do not forget to change the fish for meaningful, good texts, because. for most people far from the computer - the name of his company with a small letter - this is already a moral reason not to give 50% of the fee.
Perhaps this is all subjective and actually easier. Perhaps (I don’t do purely layout myself), if you get used to popular CMS, then it won’t be too difficult. I myself judge by requests to pull the existing design on custom projects on Rails. As for me, this work should cost more than programming and layout combined, because. it does not develop and is just very boring.
Conclusion: try to agree to do a separate design in Photoshop, a separate layout in html, a separate pull on the engine. Or, if you want to do everything together, calculate your hourly rate and multiply by 2-3.

I made a couple of sites on Joomla from design to production and really have no idea how to make a simple template (not a professional template for Joomla, but a specific layout for a specific site) without customizing it on the final server.
So either take on the tension and make the modules yourself - long, boring, with crutches, or agree only on layout.

If the menu is not standard (there is something besides lists or it's not just lists) and there are complex modules, then quit this business. In general, if they asked me for a layout for Joomla or another movement, then I would only agree on the layout. Joomla is an extremely finished CMS if you use only it for all projects. There are projects where only rewrite 80% of the work.
In Joomla, the menu is created through the admin panel. that is, it is created like ul>li>a - you need a different type, then you have to dig joomla, there are a lot of modules in joomla, but they need to be found, downloaded and rewritten for design - this is again digging into it, creating some kind of excellent breadcrumbs - this is again dig it because there are no sensible settings in it. Modules, to be honest, you won’t clear up either. At the expense of adapting the layout for it, the matter is not difficult - if not for the first time.
