Initially, she came to the position of a sales manager, after half a year she became an IT consultant on 1C complex automation. I want to grow to a project manager, but in another company. Because our career growth is not particularly provided. But there is a problem, there is no higher EDUCATION. I'm 22. What are the chances? Is it too late to go to uni?

At 22 years old, there is little chance. You are too young and too inexperienced. Just as a hospital won't trust an intern to perform a heart transplant, no organization will trust you to lead. Grow up.
As for higher education, so far it is overwhelmingly required for leadership positions. This is a kind of "friend or foe" marker. If he could not unlearn at the institute, then he is a moron. I don't want to argue about whether this is right or not. In some startup, of course, they will turn a blind eye to this, but in large firms, no. What for? They already have plenty to choose from.
As for the work of a manager, it is important to understand its differences from the operational activities of an ordinary employee, no matter who he is - a consultant or a locksmith. Leadership is the interaction and management of people. Applied knowledge of the company's product is secondary here.
